Verse 12. Who dissipateth the thoughts of the malignant, that their hands cannot accomplish what they had begun. 27. The thoughts of the wicked are often void, and no less is their guilty conscience. The minds of the reprobate always keep watch with perverse thoughts, but for the most part the supernal dispensation meets them; and although they do not correct the depravity of their counsel even when broken by adversities, yet lest they prevail against the good, He restrains their forces. Against them it is dealt with by a wondrous judgment, that they indeed lack the effect of their depraved work, and yet their conscience arraigns them as guilty before the just sentence of the Judge. In that they think evil things, they show what they themselves would do; but in that they cannot accomplish the evil, those against whom they had plotted are defended. Whence still it is well added:
