After him Julian, having first usurped and then as legitimate ruler, held the principate alone. He at first, as though censuring the wrong deeds of Constantius, ordered that the bishops be released from exile. But afterward he rose up against our men with every art of harming. In the meantime, the bishops who had survived were released from exile. For Liberius, bishop of the city of Rome, returned while Constantius was still living.
